Learn how development works. It isn't something that happens in a few weeks. It's going to take a few months for Hermes to have any effect on these events.

Seriously? Why on earth would you change the Swords time on a North American server to a time that keeps 2/3 of North American players from participating in Swords? Not to mention that daylight savings ends November 7.

Oh but it definitely did. They updated it and added a second bullet that now states "No Oriana’s Coins will be rewarded if no winner is selected in the hourly drawing.

It literally states that you get the coins for PARTICIPATING.
