What grocer sells mithril A grade arrows or are the craft/drop only? The only A grade quiver I've seen for sale cost more than the bow i bought.

I've recently returned after a few yrs break. I made a character, done all the quests possible including the kill 500 ants quest and 500 at deaths pass quest and I'm at level 39. Is there a 3rd quest I need to do before I hit 40 for my 2nd class transfer like it used to be? Googling the question is confusing due to so many versions of L2 out there. Or at this point do I just need to grind to 40? Thanks in advance.
