what I don't understand is why give a package that doesn't even pass in the dimensional and block it from 1 per account... there's no sense in that.

I stopped playing with a sylph 71 and created a tank I put the Deluxe pack on the tank and I wanted to know if you can pass the "NEWBIE GROWTH KIT LV.11" from Sylph to my tank please don't need to give complete it lvl 1, just wanted keep opening it in my new main character
