  1. Can you try to set your Windows date a month back?
  2. If you are running VS, check if you are running any Debugger, if you are kill the process or service, or both.
  3. Try to download Visual C++ Redistributable for Visual Studio 2015 (x86) if you don't have it already. Download Visual C++ Redistributable for Visual Studio 2015 from Official Microsoft Download Center
  4. This may be an awkward question but please give it a try. Make sure your time and date is correct. Disable Windows Firewall from advanced firewall options for all profiles. Try another DNS such as 1.1.1.1 and 1.0.0.1 (Cloudflare) or 8.8.8.8 and 8.8.4.4 (Google). Try a VPN from USA.
  5. This is a problem with Themida or WinLicense, or both. This is a protection technology Lineage II uses for some of its binaries, you can read more at Oreans Technologies : Software Security Defined. @Excommunicated When you get the "WinLicense" message box, can you please focus on the window, press "CTRL+C" to copy it and create a new Pastebin with the information you copied please? I may be able to help.
