Have the same problem with any new or Dual char that reach 85 and a lot of my friends too

for every new char that reach 85 (main or Dual) Herphah starting quest sending to Adventure Guide stucks (says must be 85-99 to get the buff) please fix it or cant take any herhah -Penny quests
