Can't find 1st class transfer quest (Dark Wizard)

I'm stuck at this. The guard told me to click the question mark icon, there was none. When I open the transfer window, all the classes are greyed out and clicking class transfer does nothing. I'm level 22, so I definitely should be able to level up https://imgur.com/cN25XiA
