Quick question: is Tauti 2H Axe + Tauti Ring worth it? and later upgrade it to a frenzied tauti? Or should i just say with Paulina Weapon and save up for a ++ bloody weapon?

Hi. So I'm a returning player and i have some transformation sealbooks, but the npc where i sed to learn transformations (in Ivory Tower) is gone. So my question is: is there any new way of learning these transformations? Also, someone told me that there was an NPC somewhere that sold transformation scrolls, but i didn't ask where Does this npc exist? And if so, where is it? Thanks in advance.
