If this plays out like the initial release clan hall auctions:

Bids are hidden and all you can see is a list of what clans have bid on a specific hall. You wont know if you have been outbid until the winner is announced.

There is a 10% charge to remove a bid...so if you bid 20 mil...and pull the bid you will lose 2 mil. However, Yes you can pull a bid and try elsewhere.

As long as you make the Mx payments, a permanent hall will remain with the clan as long as the server is around.....but if server is merged you will be repaid what you paid....and a whole new auction will happen.

Normally the auction lasted a month.

It said the auction last 2 weeks, but I am also wondering if there is a max bid, in the original version there was, so the RMT zerg could just straight out buy the best, so first to log in today wins possibly.

we need a bit of clarification please,

 

this is from the event page " Clans that are level 2 and higher can also bid for a Permanent Clan Hall through the Auctioneer NPC in Giran, Gludio, or Aden. There are only 33 Permanent Clan Halls available, with each having a minimum bid. Clans can only bid on one Permanent Clan Hall and must have more than your bid amount in their Clan Warehouse. If you cancel your bid, there is a 10% cancellation fee taken from your bid amount. The auction period lasts for two weeks, and should you win the permanent clan hall auction, a weekly rent payment is required. "

 

In game the auction is slated to end on 1/31/19. 

Which brings to questions, is the auction for 2 weeks as stated on the event page or since this is the first auction is it slated to end on 1/31/19.  Inquiring minds want to know.

4 hours and not an answer? its kinda an important thing to write in the official notice, could we get an answer? Asking 30 clan member to pay for a CH and not being able to guarentee that they get money back if it fails is kinda annoying.. 

And you are able to buy like 2 dual craft stamps per "period" but it does not say if a period is a week or a month - its kinda an important thing to announce.

The Auctioneer can cancel the bid only during the Auction process. If you cancel the bid, only 90% of the bid amount will be returned to the clan warehouse.

That is skirting the question.  If a clan hall is bid on by multiple clans: are the losing bids returned to the losing clans WH (minus 10%?) when the Auction is over?  Or does the Auction remove the funds from all clans first and only then awards the hall to the highest bidder?

Hime,  will auctions last 2 weeks like it says on the forum or two days like the NPC says?

In the past, the money has been returned to the losers.  It would be insane to keep all the adena from the losers.  I even think the 10% should be returned as well.  @Hime?

Clan Halls are making their way into Lineage II Classic. Beginning on January 30, clans can bid on a permanent Clan Hall for access to special NPCs and other benefits. Bids for a Provisional Clan Halls will be available on February 8, 2019.

Im confused.... is it two weeks or one day? Cause one article is from the 28th stating that the 30th it starts, and your current post states that it ends on the 31st at 3am EST. The update hit what 24 hours ago roughly? does this mean those clans who were not 100% on top of this information are out of luck for the first 2 weeks?

Is it that the previous 2 weeks with no CH's ended about 4 hours ago and this is the 2 week bidding period? If so, does anyone currently have a CH (heard a rumor when I logged in that some clans had managed to get them already (was this intended?))? Only asking cause from your post and the ending period there was about 5 hours where an error could have happened ^^.

Don't worry, they will lose them during the server merge anyway.

The question was: do you lose your bid, og you are not the highest bidder, and therefor, do not win a clan Hall?? 

And it really surprises me that the auction has ended, and that you write those timings, cause the official post CLEARLY States that the auction lasts for 14 days... you link to it Yourself in the topic post, But let me help you:

While this is true, it does affect the now. I don't see why some should benefit / suffer because of typos (I am no scholar myself). Also, why can they not just send the cash back out, open it for the full 2 week period, and do it right (focus on the mechanics of it). Or, leave the current cash amounts in as their current bid, and reopen them properly with no clan hall designations; doing it correctly. The point is to start doing things correctly, not keep accepting mistakes (albeit we will, its normal). Currently @Itchy has a post up, albeit it a little direct at first, which would have literally solved this problem before it happened. 

I believe it would have gone something like:

  1. NA Human Live Paid or unPaid (idk) GM logs in.
    1. Issue 1 (Clan Halls):
      1. Goes to auctioneer
      2. Attempts to bid
        1. Working as intended?
          1. Yes
            1. Don't extend maintenance
          2. No
            1. Extend maintenance
              1. Provide honest reason on forms
    2. Issue 2
      1. repeat process above as needed
