Advice of Next Necklace to Buy

As you read on the title, I need to know wich neckleace is the next to buy ex:

Valakas (normal) cost like 2b and gives HP +445. Decreases skill cooldown. M. Atk. Wild Magic Effect and Damage Reflection effect. Gives another stats too but this are the only important to me, in the game doesn't said the exact stats.

Istina Wizard M. Atk. +5%, M. Skill Cooldown -10% and Damage Reflection +5%. 1B

There is a really big diference to spend 1b more?

Go Valakas, it gives 8% MATK and later you can upgrade it to blessed version.
