Spell book question

I have been out of the game for the summer and now starting back up. I have been looking thought the updates to see what has changed. I’m trying to figure out whether spell book still drop or is there something else that has to be done to get then. If so how and where do you get them.

Train a new race to lv40, u will obtain a 2nd class spellbook chest, open a random spellbook by that race..
