PoM / Exalted XP issue

Exalted xp buff validates your own buff bar as to rebuff or not, and if you have target on someone else it will reuse the skill senseless until you run out of SO. Also it wont cast or make you move until close enough to cast if you use on someone that's out of the skill range. It will simply say the distance is too far.

This same issue is happening with PoM, if your target is over the skill range it wont do anything. Its behaving like Exalted lv2 even though it was not made auto rebuffable as Exalted.
