Question About Elemental Burst

I'm a lvl 105 Feoh Archmage and recently came back to play again. I've been lvling up my Evi and Iss and both are now almost 104. They've been grinding out in Blazing Swamps. I set up a macro for my Archmage and it's pretty basic.

/useskill Mass Ruin
/useskill Volcanic Destruction
/useskill Elemental Burst
/useskill Elemental Storm

I went out to where they were to test it and Volcanic Destruction isn't triggering Elemental Burst. I've tried adding a /delay 3 after Volcanic Destruction... nothing I seem to do seems to work. any ideas? Never had this problem before.
