Why not leave the classic service with just one account per pc?

I was seeing a illegal server, and there the server owner
 made the server open only one account per pc, the players
 are asking for help for players and direct support,
 the players are making bosses from level 20 onwards,
 the players are super active, and I wonder why not do this
 with the original server ?,
 what is the difficulty of doing this?

In illegal servers they aren't ppl who spends 5-10k usd either professional farmers that's why ppl dont bother for more clients, here there is a 10 client per pc rule and there are ppl who have more than 100 accounts in one pc active

1. Because it is impossible to reliably AFK XP/farm with low number of windows. You don't want to depend on other people for your farm unless absolutely necessary. You will understand this as you will progress through levels.

2. Limit of number of clients per PC is useless from technical perspective - this will cause problems only for legitimate players, while those who are using bots won't care at all about this limit, as they have a way to circumvent this limit or not using client at all.

3. Worst case scenario for them (and for legit players) would be increase of contribution to global warming - they will have to buy more PCs (often old ones and not power-efficient) to run clients. You can buy L2-capable PC which is able to run 10 clients on eBay for around 100-200. Or, if they are serious farmers and there would have been a way to really prevent running more than 10 clients - they could go virtualization path and run as many VMs as they want.

So, again, limiting number of clients is pointless. Won't solve a problem you are talking about.
