We not have regular income of fragments, I have no one 300 fragments artifact until now. Only source is cash event but in this event fragments drop only few, prices high. @Juji if you must put artifact fragments in event only pls sell packeges of 100pc or increase radicaly drop rates, but better friendly choice is have this fragments as rewards in dailies.
