Change forgotten skills into collections

I think we should get the books returned to us for what we used for forgotten skills and its turned into collections for the whole account.  This would encourage players to stick to multiple characters on one account and for dual class's and enjoy more of the game.   

As of now to make ONE +30 skill it costs $1000 USD.  I think this is abusing the players left in the game and not a service to players. 

to make 3 +30 skills on main and dual class, it will cost $6,000.  Cant wait for NCsoft to give me a reason for this.
