NC Launcher wont launch

everytime I try to log in the launcher never gets past this pop that says, and I quote, "Failed to read data from the update server. Check your network environment (ISP authentication, NAC, firewall,antivirus and other settings) and try again.  I did everything I could think of and even had tech friends and tech support no one can figure this out. Can you? If you do I will reward you if you can help me log into the game. I probly overr you at least 20 billion at this point Im so frustrated.

Make sure you have enough space on your harddrive. You might be out when the program starts.

It can't be a hard drive issue because the same thing is happening to me.  I have a new PC with only L2 installed.  Abundant space available but takes 4-6 attempts to get the launcher to proceed.
