Even if this attempt succeded in banning bots, the russians/chinese/whoever would find a way around it. It sucks, because they have the unique ability to suck some of the fun out of it with rmt and stuff. In my opinion, the best way to fight it would be to conscientize players not to buy adena and stuff with real money and maintain the fun intact. But since that's utopic, bots will be around and unfortunately there's not much we can do as players to fight it besides pking them. It's up to the management.
