Embrdrake
For physical skills its attack speed, for example if u equip faster weapon and use some kind of physical buff u get a faster re-use time, and for magic it's casting speed
Mastergumble
At a later stage you can change the stats on weapons, you can add those bonus and choose depending on the weapon the bonus you desire, most mages / casters will go for acumen for ex. There is also augmentation that can add random bonus too

Not in later chronicles and not in classic anyway. Atk speed/casting speed affects how fast the skill cast time/animation is, but the cooldown is only dependant on dex for physical skills and wit for magic skills. I didn't directly pay attention to it, but I'm pretty sure Orc Raider's Power Smash has 1.8 seconds of cooldown both with and without alacrity potion. lelu
By weapon skills I assume you mean weapons proficiency? If that's the case, it only increases PAtk/Matk, as per the description. Casting speed is affected by buffs/pots and Fast Casting skill. Cooldown is affected by Quick Recovery or whatever skill is for your class.
