Bug: Doomcrier skill "Rampageous Beat"

This is supposed to have a chance at adding time to the duration of Drumbeats but as far as I can tell from testing it doesn't seem to do this at all. Even kept an eye out for adding only a couple seconds but saw no change in timers while spamming the skill as Drumbeats ticked down.

Has anyone else gotten this skill to work as advertised?

Rampageous Beat

Attacks the target with 40673 Power added to P. Atk. and resets the durations of nearby allies' War/Marching/Relax buffs with a certain probability. Requires sword, blunt weapon, dualsword, or dual blunt weapon to be equipped.

It's not bugged, works with very very low probability (1% or less).

This skill actually resets the sonatas to their full time duration.

I've seen it working on our Doomcryer, but only several times.
