Here is the issue, people on the top have enough resources to gear out an entire CP themselves. Run all the characters themselves. Farm all the good areas themselves. Take all the adena themselves. Make more levels for themselves.
People on the top don't look as this game as a MMORPG, they look at it as an opportunity for themselves to get ahead of everyone else. They don't care about being social.

I thought that was a cloak of light or darkness of a castle owning clan. I forget all the requirements for the one you're talking about, but yes, that one too.

+15 Cloak with correct augments can give +4 luck instead of the +3 on Nevits, small but still and improvement.

Everyone does understand why they didn't ban the people for the instance zone bug right? If you are ignorant to the fact that NCoin will get you very far in this game. Not only in gear, but in favor points as well.
