Having exactly the same problem with a few of my accounts. It does happen since half a year or so. From time to time I'm not able to log in but then out of a sudden it works again...
I wasn't able to log in to about 5 ofy accounts to get the 16th package. 3 days later I can log in again on 3 of these accounts and on 2 it still doesn't work...
Today I wanted to submit a ticket on one account where I've just gotten the package a few days ago and it's blocked again. Can login game but not on page.
Submitted a ticket about that already and listed a few of my accounts that have this problem but never got an answer.

We are having the exact same problem. Me and 3 of my clanys. Alrdy happened like a month ago. Wrote a ticket never got an answer

Exactly.
You want to be first to have have certain things, you pay alot. You dont care to be first and are willing to wait a bit, you get it cheaper. Has always been like that and totally makes sence. We dont need 5 chars on a server owning everything. You need a "balanced" (lol) server to have fun fights.

Not that I dont see why you trying to implement that but it would really be nice to get to know these things up front. We trying to survive in this game against Bots and find ways to do so. Do powerlvl groups, get cata groups or single adena farmers. And we invest time, money and passion in lvling all these chars and all of a suddon you come here and say 7 account limit.... seriously!?!?
It was totally fine back at the start of this classic server. 3 accounts per pc. You knew what you had to deal with but coming up with changes that serious out of the blue is just a very lame move of you NC Soft. Thank you for that waste of time NC....
Ppl will find out ways to bypass that restriction and all you won with that change is made the bots even stronger... Same thing would have happened if you didnt reimplement auto farm last server fail update.

Delete all your macros and don't use close range skills and it will work again.
Macros are bugged sometimes even if not used nor in skill bar.
