I Think the client (PC - Laptop) checking IF much difrents on Health and if find difrents and need to use HP Portion Send on Server the results.
The Server waiting for client to answer. It would be painful for the Server to ask this question every time. And the Programmer know that.
But i think some scripts need to put on client, to free CPU usage on Server.

If anyone have problem with many errors when downloading, try to change download files path from launcher to another location. And the path must be local path not network path. That dose not fix the problem100%. I can not explain the problem now.

Open your wallet and buy Hardin's Magical Bags and sell it. Oooo now you make Adena!!!
Go to Giran town and buy R99 set armor and Weapon.
If you spend all adena. buy again and again and again and again and again from L2Store. Ooo and again....
and again.
When you do this go to farm with auto macro system, you got some disconnects from server in some area and some crash client but all it's ok, after some months they will fix it.
I forgot to tell you that the server is all ready to infarction...Only Gianis Baroufakis can save it..
