Party Cakes should have a cool down and auto reuse like a pot.

Please fix party cakes like a pot. 

Auto reuseable

Cooldown where if someone already put a cake down, no one else can put a cake down in  same party, nor be able to open ore than one cake at a tie by the same person. 

Please fix the lag that causes people to throw more than one cake.
