There should be a wharehouse that applyes to all the account (all 7 characters that you can create) The wharehouse slots should be increased to double (because there are so many things through the years you want to keep as memories) When there is something 1 per account to be per account and not only the char you claim it so you are able to use it on anothe char in the same account When you use server transfer to be able to take your wharehouse with you.
