If you are running VS, check if you are running any Debugger, if you are kill the process or service, or both.

Try to download Visual C++ Redistributable for Visual Studio 2015 (x86) if you don't have it already.

Make sure your time and date is correct.

Disable Windows Firewall from advanced firewall options for all profiles.

Try another DNS such as 1.1.1.1 and 1.0.0.1 (Cloudflare) or 8.8.8.8 and 8.8.4.4 (Google).

Try a VPN from USA.
