When i use it the white cross hair target appears on the floor (as if the skill is going to work) but the skill never actually triggers or starts the reuse time. Turn macro on hit the number on your hot bar phoniex arrow and target a location on the ground and then walk away. Everytime the skill goes off it will target that location.
