Fix PVP skills so they land as they are supposed to, like they did for the first 20 years of the game.... 

You can gear out people all you want, but skills should land .. period. This enables people without the ability to spend 50k on a toon, to join in and be useful in pvp and sieges. Root, silence, mana burn, Stun, HATE.. all these should be landing at a 50% rate or better, now and for the last 5 years they land less than a lvl 2 sayha ring silence at 2%.
