How hard it can be?....

IMO, on TI the average "active" player's character should be around 52 to 65, geared in C grade (maybe top C), a small number of players should be now higher than that, most of the players there are already moving to B grade and are working on trading or crafting their sets, etc...; a very small number of players have been 65+ for a long time now (measured even in months) and are already sporting full B grade with top B grade weapons and looking into over-enchanting.

Of course many of this final (very small) number of players are entirely legit, having used their knowledge and in game power to get to the top, but in this group you can also find where the power-leveling, RMT and boting practices are... This is what rots the server, creates the player base imbalance and dooms the game in the long run. We are now at a point where it would not be hard for NCWest to take a close look at the "cream of the crop" and find / ban permanently the rotten apples. By all means keep the overall efforts (something must be happening because I see some hunting areas that were full of bots now reasonably empty), but take a look at the top 5% please.

top dogs are mage aoe parties.  even 24/7 botters wont be able to catch on them.
koreans made it this way on purpose . AOE is insanely overpowered.

there is 1 trader selling 100 sls blades and 500+ top C jewels parts and guess what?
yea , when he sell everything he just restock his shop with new 100 sls blades...
its like 100kk+ worth of parts . ONLY 4 type of parts all made from AOE at drakes/cave keepers.
all put together like EAC / eminence/sls blades/full it will probably go close to half billion.

aoe is broken and its well known fact but atleast this is what keep botters in check.
the big RMT is also coming from those aoe groups.  they make INSANE amount of adena  daily.
