Hi @Wisp, NCSoft Staffs, All promotion should give for all account/char all life time to help newcomer can catch old-members! When you open new server, a dozen promotions for members. So noone want to join the server because they will not receive them anymore, they cannot catch up old members.... Please extend all promotion from opening server for any new character!
