Doubt: Divine Expansion vs Inspiration

Both skills seem to do the same thing, but Ancient Book: Divine Inspiration (Beggin) is very expensive, there are people wanting to sell for 3 billion, the expansion only asks for 8 Rune stones.

Is it worth spending on these two skills? I am ISS, what in fact changes to have these skills? (What do I lose by not having them?)

Only ISS learns these two skills?

I generally dont have any issue with being overbuffed without either of these learned. (We dont have much in the way of self buffs, except 30 minute self buff and either defensive/offensive skill) , so theres nothing really to push us to the limit, especially with only 4 melodies now.)
