doubt about tank aggression

i want to know if its completely normal that "aggression"  does not provoke to enemy and makes it walk to tank. forgive for ignorance but I am newbie

You must have the enemy resp. monster targeted for Aggression to have a chance to have an effect (then it must still land). But as soon as you are Awakened you will get the Provoke Aura toggle, which works very well on everything in a considerable range, without any need to target.
