+18 Limited Bow > DW Stage 1
Also there is a significant Patk difference on a Limited over Bloody sans the pvp addition for damage on the same plus.
What most people do not notice is +18 Bow gives significant increase to damage with soul shots (combine with a greater ruby) makes even a bigger difference over a dragon weapon.
Dragon weapons do not give any soul shot bonus.

You do not need full dex; the tats you will want give you same amount and Dex and cha so that was an old mechanic. The goal for your dex ultimately should be 107 past that only matters for top end - end game toons because most will not see a significant difference between 107 and higher unless fully geared out.
Right now you probably have the exalted dyes you want these 3 dyes:
1. Level 5 Legendary P Skill Power Dye
2. Level 5 Legendary P Slill Crit Damage Dye
3. Level 5 Legendary P Atk Dye Combine these 3 dyes will give you +15 STR +15 Dex and +12 CHA and some nice additional passives.
Level 16 Venir Talisman gives you +2 to all stats also
+5 Dragon Rind Leather Shirt gives +6 to all stats
Greater Kaliel bracelet or better gives +1 to all stats
Top Grade brooch gives +2 to all stats
Exalted quests give +1 to each level of exalted to max at 115 to +7 to all stats.
So many items increase all your stats not just dex.

Ando yes he needs dex but going full dex wont help that toon with exalted gear honestly. Also you only need to get to 107 to get close to max crit rates but I digress he has a lot of things he needs to work on before he starts buying tats ones he has are free from the exalted quest.
Because upgrade is always the bow for the archer, exalted one is ok but not going to carry you far in this game. Besides a bow is getting a level 3 artifact book and filling it even with level 1 artifacts to trigger its passive that is a huge boost which is +6% damage -7% damage received and +1 to all stats, nevermind anything he gets from the artifacts int he book.

Ok first the Iss has BR and PoF while in Rim, you dont. BR gives iss a patk increase.
Issue with archers is they need damage elevators to be better. First thing at a bare min u need is at least r110 enchanted bow of at least +8 or higher i think i saw a few +12 ones for under 35 billion adena then u just need to at least enchant it and build it up from there. Not knowing your level you need to work on dual class get it to at least 107 dual skills increase your damage a lot on your main class (that just costs time no money) (I went 3 levels of patk 1 physical damage ~increase patk lower pdef, death +5% damage skills and attack attribute)
Also not knowing how you build your AP that might need to be reset Mine was all in warrior till 110, Line 1 4 might 4 element Line 2 3 craft focus line 3 craft death 2 mortal line 4 4 level of battle 2 fire 1 reduction level 5 2 binding attack and 2 divine attack and level 6 +10% damage
When xping you need use the right self buffs also I use dead eye stance (which turns into final stance at 110) and hawk eye to make out my burst / one hit damage is where the archer lives. Ideally you want to build towards 1 hitting anything you attack. I mean this is stuff to get you started in the right direction I have had to fix many people upgrading wrong so you have to start with the foundations first. Everyone has slightly different builds but archers need to build for max skill damage/crit and lowest cooldowns as possible.

First your playing the worst class for archer lets start there lol 2nd RIM gives bonuses to tanks healers and iss. 3rd exatled gear on a DD doesn't work and what weapon and armor is your iss using? Duals and Heavy?

top 3 are usually death knights as they get a bonus for being a "tank" lol which is a huge joke.

Many new players I know are wanting to get discouraged because of how difficult it is to get out of certain levels. Hope we have exp event soon.
I know NCSoft Koea has issues with xp events because of what happened with last one with guy on the innova servers hitting 125. We might one of the modified events like 115 and less get a boost but no one above does except no party xp penalty for levels which would boost lower people but still make anyone mid or high level painfully still lol

Only stuck because you do not try.
I almost 116 and I was at 3% when last xp event ended. I know many people who gone from 113 - 115 since the xp event ended too. Not easy or quick but doable.

Blessed Angel still free unless you want to speed up the process and Angel still relatively affordable.
God / Dragon jewels are nice but very expensive and more of end game upgrade when you have max out other parts of your gear. Not the choice for first upgrades upgrade, your armor weapon talismans agathions etc first. As good as those jewels stats look without a probably built toon they meaningless.

I only notice because I was looking through collections I had things I could complete and it was missing. However on not one of their Server updates was that included in a change so @Hermescan we get an answer on that one?

That is the issue 150 is server.
100 is class and race.
Some classes yes you can be 110 and be in top 100. For Ghost Sentinels or Spell Howlers you need to 115 +
For all we know you could be a sayha seer where top 100 start at level 101 lol

Your top in the top 150 at 110 sorry. Top 150 starts at 118.

Clearly states this collection event will be in effect until 6/15/22. Why doing other collection items last night I saw it was already removed and my question is why since it was clear in your own post it would not be removed until 6/15/22 and today is 6/6/22 not sure exactly when it removed. I believe L2 Servers should get compensation for this because maybe it went unnoticed by people but 3% patk/matk/pdef/mdef is a big deduction especially at higher levels.

I would say impossible but very frustrating and not very enjoyable past 110. I mean that happens in almost all f2p games there comes to a point if you want to advance you had to start investing something; not saying NCSoft balances correctly but it is an industry standard even on mobile games or console games comes a point where free only gets you so far because they have to pay to keep the servers open and content running somehow.
Like said NCsoft has not balance it correctly but its a standard for non subscription games.

Helv to be completely honest and I been here 18 years. If your struggling to pay 8 billion for a greater rune do yourself a favor not get more aggravated and quit now because it only gets worse. When you need 24 and 64 runes for higher level skills and that is just skills not necessary gear just to level.

There are now slots in many high end areas but seeing how unbalanced the players are there is no balance on the servers and it doesn't encourage new players to play it just encourages multiple old player accounts.
my concept of mmo is not to have a character connected 24/7 or to have to spend 500 euros/dollars every week
when you see that for a baylor 105 they ask for 112 characters I realize how bad these servers are and even so you have to wait half an hour for the raid to start
If the changes that they promise to change the state of the servers are long term, forgive my frustration, but there will only be those who like to sit in front of the PC with nothing to do all day.
a good idea would be to recover daily factions that would give a little life to these servers ...... they are very dead of active people
As Juji stated in 3 1/2 years ago when they were taken down.... They were being revamped an will return Soon TM. Not sure how NCSoft defines soon but years later don't seem like soon to me? lol

DW Shooter 1 yes most certainly DW Bow 1 it would be close
