Constant micro stutters?

Anybody having this issue or had this issue and know a fix? 1080 TI and i7-8700k and the game runs at like 250+ fps but the game just stutters constantly if I'm moving my character or panning the camera. I've tried disabling various effects, changing resolutions, full screen, borderless full screen, windowed mode, etc. and none of it seems to make a difference

I also get these stutters and neither my video card or CPU exceeds 20% usage.  I am going to try disabling Hyper-Threading tonight, any other tips would be greatly appreciated

I also want to try setting the game to single core affinity and see if that helps but I'm not home atm. Works for everquest

Disable "Use Realistic Water Effects". That option should NEVER be there.

ye this game is more cpu demanding , 2 gigs of ram and a generic graphics card is more than enough, try to use cpu core parking runnning as admin http://coderbag.com/Programming-C/CPU-core-parking-manager-v3

Have you tried setting your refresh rate to 60hz?, I think I had this problem from what I remember and that fixed it, it was at a 25hz(default) refresh rate.
