VIP system functions the same way under all territories and it is typically one of the things mentioned explicitly, e.g.: http://tw.ncsoft.com/lineage2/classic/vip/index.asp The VIP level and VIP points are applicable to all characters under the same account and the same server. Call me old fashioned, but I don't think I should have to learn Chinese (or seek out a Chinese source) to read about the VIP pack benefits / limitations.
