They're just waiting until it's most profitable for them, because logically - if they release them now, (A) almost nobody would buy them because most people are still <40 and (B) people would get upset about the P2W (they know it's inevitable but it doesn't hurt if you don't see it) and leave. However, if they wait a few weeks/months, they'll get both (A) very high demand and (B) people who already invested XY hours in the game and are less likely to leave because of it.
